Abstract

Solid urban waste management has been increasingly the focus of government discussions, mainly due to the increase in the inspection by the responsible bodies and the demands of society due to the harmful effects caused by inadequate waste management. In Brazil, municipal managers find different forms of waste management, but with one main challenge: to find the most efficient way from an environmental, social, economic and institutional point of view, so that possible problems are solved with the less possible expenditure of resources, and maximum user satisfaction. The present article aims at comparing five different forms of waste management, carried out in small municipalities in the state of Paraná. The methodology used is based on quantitative practices, using DEA and PHD tools. The results show that the consortium form excels the others in terms of efficiency among the studied variables.
